COMMONAGRICULTURALPOLICYOFTHEEUROPEANUNION…
EU’scommonagriculturalpolicyisaparticularlyextensiveformofstateinterven-
tionism,formingoneofthemostimportantcommunitypolicieswithintheEuropean
Union,onethatiskeyfortheentireprocessofEuropeanintegration.Inthischapter,we
willpresentthefoundationsfortheestablishmentandimplementationofthecommon
agriculturalpolicy,anoutlineofitsgoalsandinstruments,aswellasanoverallassess-
mentofitsoutcomes.
3.2.Thebasisofagriculturalinterventionism
Classicaleconomictheorieshaveclaimedthatthemarketanditsmechanismsensurean
optimalutilizationofavailableresourcesandadequatecompensationforthefactorsof
production,assumingacompetitivebalance.Therefore,freecompetitionremainedin
theinterestofeverycitizen.However,practicehasproventhatfreecompetitionaloneis
notabletoprovideaperfectmarketbalanceandthatitsfunctioningcanbecorrectedby
thestate.Marketimbalance,andthereforealsotheallocationofresourcesandfactors
ofproduction,canalsobeofanexternalcharacterorarisefromthespecificityandna-
tureofeconomicentitiesandsectorsoftheeconomy.Thetheoreticalconceptsofinter-
ventionismcreatedbyJohnMaynardKeyneshavelaidthefoundationsforlatertheories
stressingthenecessityofstateinterventionintheeconomy.However,thequestionof
itsscaleandinstrumentsremainsunsolved.Ithasbeenpointedoutthatshortcomings
andinefficienciesarenotuniquetomarketsandthatstatesarealsonotalwaysableto
accuratelychoosetherightinstrumentsandthescopeoftheiruse.Therearenumerous
reasonsforstateinterventionandcorrectingmarketinefficiencies.Animportantgroup
oftheseincludesthecapacityfortheoccurrenceofdiscrepanciesbetweenmaximizing
efficiency,whichthemarketcanprovide,andsocialgoals,suchasequalityofopportuni-
ties,security,socialjustice,etc.Anothergroupincludesdeviationsofeconomicpractice
fromthetheoreticalassumptionsofeconomicmodels,i.e.differentsymptomsofmarket
failure.Thesesymptomsincludetheso-calledexternaleffects,incompleteinformation,
theexistenceofmonopoliesandotherdisruptionsofcompetition,timedelaysinreturn-
ingtomarketequilibrium,etc.AsnotedbyJózefZegar,themarketintrinsicallyleadsto
theexcessivecreationofnegativeexternaleffectsandashortageofpositiveeffects.In
