3.5.Establishingthescopeofagriculturalsupport
Implementingagriculturalinterventionismgeneratescostsandfinancialconsequences,
aswellasadvantagestoselectgroupsofbeneficiaries.Theformsofsupportforagri-
culturalproductionandfarmersencompassawideselectionofdirectinstrumentssuch
asprices,customs,subsidies,taxexemptions,recoveryofcosts,etc.aswellasstructural
means,theimpactofwhichisindirectandoftentimesdifficulttoquantify.Formany
years,therehavebeenattemptstomeasurethefinancialaidforagriculture,ofwhichthe
bestknownarethemethodscreatedandutilizedbyOECDcountries.
Thescopeofstates’interventionpolicydiffersgreatly.Theeconomicimplicationsof
thesepoliciescanbefeltbothwithinparticularcountriesandonaninternationalscale.
Internally,themostimportantaspectsincludethebenefitsgainedbyfarmers,thesocial
costsofthepoliciesandtheallocationofcostsbetweenconsumersandtaxpayers.On
aninternationalscale,duringWTOnegotiationslargeexportersofagriculturalproducts
andcountrieswithlowproductioncostsoptforlimitinginterventionismandbasinginter-
nationaltrademorestronglyonmarketcompetitiveness.Internationalnegotiationsand
internalpoliticalforcesadvocatingfortheliberalizationofagriculturalmarketscreatethe
needtoestablishmeansofprecisemeasurementofthescaleoffinancialsupportforagri-
culture.AdvancedmethodologiesinthisregardhavebeenproposedbytheOECD,FAO,
WorldBankandtheUnitedStatesofAmericaasearlyasinthe1980s.Thesemethods
arecontinuallybeinghonedandadjustedtothecurrentneedsandcircumstances.
Initially,theindicatorsusedtomeasuresupportencompassedthreegroupsof
transfers:transferstoproducers(PSE),transferstoconsumers(CSE)andthenomi-
nalprotectioncoefficient(NPC).In2007,theOECDpublisheddataonthescopeof
agriculturalsupportcalculatedwithanewmethodologyformeasuringthePSE(pro-
ducersupportestimate),andCSE(consumersupportestimate)indicators.Later,new
indicatorswereintroduced:theGSSE(GeneralServicesSupportEstimate),TSE(Total
SupportEstimate)andAMS(aggregatemeasurementofsupport).
ThePSEindicator,introducedbytheOECDin1987,initiallycalledProducerSub-
sidyEquivalent,encompassedadequateincomesreceivedbyfarmersarisingfromprice
support,directpayments,reducedinputcostsandthevalueofpublicservicesprovided
foragriculture.Thispercentage-basedindicatorshowedtheshareofanagriculturalhold-
ing’sgrossincomereceivedonaccountofpublicsupport.ThenewsystemofPSEindica-
tors,introducedin2007,encompassesthesumofsupportbasedonthesizeofproduction,
includingpricesupport,paymentsbasedontheexpendituresandservicesused,payments
basedonthecurrentandhistoricalworthoffarmland,amountoflivestock,incomelevel
orrequiredproduction,paymentsbasedonnon-productioncriteriaandothers.
PSElevelsinOECDcountriesintheyears1986–2006decreasedfrom37.5%to
28.9%.IntheUnitedStatesofAmericathislevelfurtherdecreasedfrom22.1%
to14.3%.ThelowestsupportlevelsaretobefoundinNewZealandandAustralia,
whilethehighestinIceland,Norway,SwitzerlandandKorea,whereitcurrentlyexceeds
60%.HighlevelsofsupportarealsopresentinJapan(at54.7%),whiletheaverageEU
supportleveldecreasedfrom40.9%in1986to33.7%in2006.Onecannotice
