Introduction
Whileitistruetosaythatthesustainabledevelopmentconceptgrewinpopularity
inthe1970s,andparticularlywiththe1992EarthSummit(WorldConferenceon
theEnvironmentandDevelopment)inRiodeJaneiro,itwas,infact,knownstill
earlier,sinceitsrootscanbetracedbacktotheendofthe19thcentury,when
forestersbegantotakenoteoftheirreversiblenatureofcertainecologicalprocesses
arisingoutofover-exploitativeforestrymanagement[Fritz,Huber,Levi1995].In
turn,in1922,theGermanurbanplannerCorneliusGurlittlaunchedadebateon
((themoderndevelopmentofthecity”,proposingthattheimplementationof
programsforthedevelopmentofconstructioninacityshouldtakeaccountnotonly
ofpurelytechnicalmatters,butalsoofsocialandculturalaspectsnotonlyfrom
ahistoricalpointofview,butalsobyreferencetoongoingtransformationprocesses
[Gurlitt,ascitedbyPetzold1997:19].ThepostulatesputforwardbyGurlitt
constituteaninseparableelementoftoday;sdefinitionofsustainabledevelopment
[Hauff1987].
Fromthe1980sonwards,sustainabledevelopmentbegantoberegardedas
oneofthemaindevelopmentparadigms,aswellasafundamentalcomponentof
regionalpolicy.Anexponentpointingtotheneedfor-andmeansof-introducing
theprinciplesofsustainabledevelopmentwasinturnafamousdocument
publishedbytheUNin1987entitledOurCommonFuture.Thereportfromthe
WorldCommissionontheEnvironmentandDevelopmentheadedbyGroHarlem
BrundtlandacceptedthattheEarth;sresourceswererunningouttotheextent
thattheopportunitiesforfuturedevelopmentoftheplanetandhumankindwould
dependonwiseandrationalutilizationandmanagementofthesaidresources.
Afurtherattendantassumptionwasthattheenvironmentshouldbemanagedin
suchawayastocurtailanyfurtherdramaticchangesinitanditsfurther
impoverishment.Apointergivenhereconcernedtheroleofhumankind,and
