TeYearbookofPolishForeignPolicy2011-2015istheonlyvolumedescribing
fiveyearsofPolishforeignpolicyactivity.Conventionally,theyearbookispublished
annuallyanddiscussesthepastyear.Unfortunately,forreasonsunknown,in2012
thepublicationoftheYearbookwasdiscontinued,whichcreatedahugegapin
reflectiononPolishforeignpolicy.Wedecidedtosupplementitandmakeupfor
losttime,althoughnoteverythingcanberestoredwithoutanylossofprecision
inthemethodapplied.ItisalsoimportanttoreturntothetraditionofthePolish
InstituteofInternationalAlairspublishingtheYearbook.
TiseditionoftheYearbookolersanalysesofPolishforeignpolicyin15areas.
TeauthorsarePISManalysts.Afavourablecircumstanceindevelopingafive-
yearoverviewturnedouttobethatforalmosttheentireperiod,exceptthelast
fewweeks,onegovernmentcoalitionwasinpowerand,exceptforthelastfew
months,onepresident.Terefore,neitherthewaypolicywasconductednorthe
administrationresponsibleforitfundamentallychanged.
Techallenge,however,alsomethodological,wasthatwhatatthebeginning
ofthediscussedperiodwasapolicyobjectivehadbecomebytheendofthe
cycle,aferimplementingtheobjectives,adeterminantforfurtheractivities.
Hence,therewastheneedtocapturethechangeinthesecircumstancesover
time.However,thepointofreferencefortheassessmentoftheelectivenessof
Polishforeignpolicyinparticularareaswastheobjectivesformulatedbythe
governmentandpresentedbytheministerofforeignalairsinannualspeeches
intheSejmaswellasthoseincludedinthemultiannualprogrammes.
Teyear2011wasthefirstaferPolandregaineditssovereigntythatthe
sameliberal-conservativepartieswhichhadbeengoverningcontinuedaferthe
parliamentaryelections:CivicPlatform(PlatformaObywatelska,PO,39.2%ofthe
votesintheOctoberelections)andthePolishPeople)sParty(PolskieStronnictwo
Ludowe,PSL,8.4%).Telargestoppositiongroupremainedtheconservative
LawandJusticeparty(PrawoiSprawiedliwość,PiS,29.9%),whileparliament
wascomplementedbytwosocialdemocraticparties—Palikot)sMovement
(RuchPalikota,10%,transformedintoYourMovement/TwójRuchin2013)and
DemocraticLefAlliance(SojuszLewicyDemokratycznej,SLD,8.2%).
InthesecondgovernmentofDonaldTusk,RadosławSikorskiremained
ministerofforeignalairsfromNovember2011andTomaszSiemoniak,who
replacedBogdanKlichinmid-2011,becametheministerofnationaldefence.In
thegovernmentofEwaKopacz,whichwasformedinSeptember2014,theforeign
ministerwasGrzegorzSchetyna.TePiS-ledcoalitionofright-wingpartiesthat
