SIIvaluesareresultsoftheanalysisofmorethantwentyindicatorscharac-

terisingthediverseaspectsofinnovation.Valuesofselectedindicatorsmak-

ingupSIIreaffirmimbalancesbetweenPolandandEU-27average.Themost

innovativeEUstatesexhibitacertainsetofsharedstrengthswithregardto

nationalresearchandinnovationsystems,includingthekeyroleofinnovative

entrepreneurshipandhighereducation.Economicsectorsofallinnovation

leadersdisplayveryhighindicatorsofresearchanddevelopmentspending

andtheyareleadingpatentapplicants.Well-developeduniversitysectorand

closelinksbetweenindustryandsciencearepresentinthesecountries.The

analysisofSIIcomponentsforPolandpointstobothopportunitiesforandre-

strictionsoninnovationofthePolisheconomyincomparisonwiththeinnovation

oftheCommunity.Theprevailingnumbersoftherestrictionshavetobenoted,

though[Wolak-Tuzimek,2012].Humanresourcesareundoubtedlythestrong-

estpointofthePolisheconomyintheareaofinnovation.Poland’svalueofthis

indicatorisclosetotheEUaverage,yetitmustbepointedoutthatPolandhad

exhibitedhighervaluesoftheindicatorintheearliereditionsofthereportthan

theEUhad.ArangeofsignalsadverseforPolandcanbeperceivedasfaras

theremaininginnovationfactorsareconcerned.Poland’sperformanceisthe

weakestinrespectofresearchsystems,cooperationandentrepreneurship,

aswellasthenumbersofinnovativeenterprises,afunctionofPolishentrepre-

neurs’decliningenthusiasmforinnovation.SomewhatgreaterSIIvalueswere

notedinsuchareasasfinancingandsupportorcreationofintellectualvalue.

PolandisrelativelylittleshortoftheEUaveragewithregardtotheinvestment

expenditureofenterprises.Itcanbeconcluded,therefore,thatPolandhas

alongdistancetocoverinrelationtotheEuropeanaverage[Kosztowniak,

2008,p.81-87].
