Aswehavealreadyfoundout,statesshouldbesensitivetosuchpoliciesand
thisshouldresultinlimitingtheirmoneyspendingfromthebudget(thenational
oneandtheEUgeneralbudget)onsuchgoalswhichareseenasineffective.Such
spendinginthemediumtermincreasesthecostsofchanges,whichhasadestabi-
lizingeffectonthebudgetandimpactsthemacroeconomyofastate.Thecontrol
overthespendingshouldbemanagedwiththeuseofnationalandinternational
instruments,whichhelpstomeettherequirements,selectthepropergoalsand
providesadviceonhowthebalanceofthebudgetshouldbeachieved.Someele-
mentsofsuchmanagementarecoinedandimprovedwithtimepassingbytheEU.
ItisworthmentioningtheGrowthandStabilityPact(G&SP),enforcedbythe
EuropeanSemester(ES)andsix-pack(6-P),followedbytwo-pack(2-P)

theintroducedmeasurescanbemoreeffectiveiftheyareenforcedbyadditional
conditionality,concerningtransfersfromtheEUgeneralbudget.Ifstatesseeonly
somegeneralrecommendationsandsuggestions,whicharerepeatedyearbyyear,
suchamechanismdoesnotseemtobeeffective.Themoreeffectivemechanism
ofcontrolrequiresmuchmoredrasticmeasureslikeadministrativesolutionscon-
cerningtheexternalmanagementofanationalbudgetofastateorspecificlimits
putontransfersfromtheEUbudget,enablingtostopthefinancingofthepro-
jectswhichareplannedbyacountry.Suchsolutionsmeanthatlawsenablingthem
shouldbeintroducedandapprovedbythememberstates.However,thiscanbeseen
asdifficulttointroduce.Nevertheless,sometimesdifficultmeasuresareneeded.
Otherwise,statesfeelfreetodeclareandpromisetodoonethingandinreality
dotheopposite.Thelackofsuchsolutionsshowsthatsuchbehaviorcanbedone
inimpunity,withoutanypunishmentorcosts.
Fromthisgeneralstatementconcerningthemethodswhichcanincreasethe
effectivenessofappliedpolicies,onehastoaskanextquestion:howtomakethe
appliedmeasuresmoresufficient?Theanswertothatquestionwillfollowthe
similarlineofargumentsasthepreviousone.Butsuchastatementcanbeseen
asaneasyanswer.This,however,doesnottransfertheknowledgeaboutthatinto
aneasysolution.DespitethefactthatintheEUsomeeconomiesarericherwhile
othersarepoorer,whichistightlylinkedwiththeirlevelofdevelopment,wecan
seethatsomeofthestatesfollowtheadviceandobeytheapprovedruleswhile
theothersdonotrespectthemandfollownationallycoinedpolicies.Theresults
