Theinformationcentersnowplaceemphasisonaccesstodigital
sourcesandtheiroptimizedmanagementtomeetthespecificneedsof
localcommunities7.
Municipallibrariesareonthelowestlevelofdevelopmentincom-
parisonwithothers.Themostcommoncausesforthisare:
1.lackofacommonadministrativeauthoritythatdefinesthemission,
goalsandthepolicies,
2.lackofhomogeneityoftheorganizationalstructure,
3.aplethoraoflegislativeframework,
4.differentfundingresourcesandlowbudget,
5.insufficientandlowqualifiedstaff.
Inmostcases,localgovernments,followingthedecisionsofthe
mayorandhisgoverningcouncil,refusetorecognizetheimportance
ofalibrarytothelocaleconomicandculturaldevelopment.As
aconsequence,alotofthemunicipallibrariesarecharacterizedby
poorcollections,lackofinformationsources,shortopeninghours,
ill-adjustedbuildings,lackofICTinfrastructureandInternetaccess.
Mostoftheirstaffdonotparticipateinlifelonglearningprojectsfor
professionaldevelopmentandtheyareeitherlowqualifiedlibrarians
orparaprofessionals.Finally,weshouldpointto“[…]thelackofan
authoritythatwouldfunctionascoordinatorofthemunicipallibraries
supportingthemknowhow,guidelinesandfinancingresources,remain
themstaticanddisappointed.Themodernizationandthetechnol-
ogytransferseemsimpossibleforthemandthechangesinservices
adream”[5].
TheCenterofChildrenandAdolescents(OPEB)hasbeenunder
thesupervisionoftheMinistryofEducation,LifelongLearningand
Religiousaffairssince1993.OPEBestablished28children’sandado-
lescentlibraries.Themaingoaloftheprojectwasthesocialinclusion
ofspecialgroupsofyouth,includingyouthfromremoteareas,prisons,

managerial,fromilliteratetohighlyliterate.Thediversityoftheusercommunitymakes
thepubliclibraryservicedeliverymoredifficultthanthatofothertypesoflibraries.
Itbecomesevenhardertomeettheneedsofeveryoneofdifferentagesanddifferent
socialclasses.Thus,communityconsultationbecomesapriorityforpubliclibraries,
bothtoimproveserviceandachievetargets[29].
