representenvironmental,socialandcriminalrisk.Giventherapidgrowth
oftheirpopulationitisnecessarytoaddresstheissue.Maladjustedcitizens
shouldchangetheirattitudetowardssociety,environment,adjusttheir
habitsandpriorities.Sincetheycannolongerdoitthemselves,itisappro-
priatetoapplydifferenttypesofprevention,motivationandsoon.One
ofthemostimportantareasrequiringattentionistheeducationandtrain-
ingofRomapeople.Theybutmustcooperate,understandandwant.
Otherwiseitwillbeunnecessarilyspentforcesandmeans.
