ThetexthighlightsfeaturesofTurkishpolicytowardstheBalkansandareas
ofpossiblecooperationwithPoland.Ankaraispursuinganindependent
policyofdeepeningitisso-calledstrategicdepth,i.e.,policiestowardsits
immediateneighbourhood,includingtheSouthernCaucasus,MiddleEast,
NorthAfricaandtheBalkans.Poland,ontheotherhand,isrelyingonEuro-
Atlanticstructuresandfocusingonsecuringitseasternflank,whichasthe
2014crisisinUkraineillustratesisfarfromstabilisation.Warsaw’sforeign
policyprioritiesandAnkara’svisionofTurkey’sinternationalrolediverge,

securityanddefenceinterestsofbothcountriesconvergeintermsoftheir

(CSDP)andNATOlevelsandhowthisconvergencemighttriggerthe
nextphaseofbilateralpartnershipundertheumbrellaoftheInternational
CriminalCourt(ICC).First,thecurrentstateoftheinternationalcrimeof
terrorisminrelationtotheICCwillbeexplored;second,Turkey’sattempts
toincorporateterrorismintotheICCframeworkwillbediscussed;third,
theroleofPolandasamemberofboththeEUandNATOwillbeoutlined;
andfinally,thepotentialcooperationbetweenTurkeyandPolandondefining
internationalterrorismwillbediscussed.ItarguesthatPoland,astate
partytotheICC,canencourageTurkey’sratificationoftheRomeStatute
byfosteringadialogueontheuntappedpotentialofdefiningandcountering
terrorismthroughthemechanismsandprocessesofinternationalcriminal
lawinstitutionalisedintheICC.
