Thisbookhasbeenpreparedlargelyonthebasisofmydoctoraldissertation

submittedattheWrocławUniversityofEconomics,Poland,in2014.Itincludeskey

ﬁndingsandconclusionsreachedoverthefour-year-longperiodofmyresearchin

theﬁeldofdevelopmenteconomicswithaparticularfocusonIndia’splacewithin

thatdiscourse.Despitemorethan60-year-longhistoryofforeignaidprovidedby

India,andtakingintoconsiderationtherecentrejuvenationofthephenomenon,this

subjectstillhasnotbeenelaboratedinacomprehensivemanner.Thisbookisthusan

attempttoaddressthisgap.

MyintentionwastodrawawidepictureofIndiaasadonorofdevelopment

assistancebydiscussingitspastandcontemporaryaid-relatedactivities,motives

behindassistance,administrationoftheﬂowofresources,geographicaldistribution

andaidmodalities.Thispicturehasbeenenlargedbyencompassingtwomore

dimensions.TheﬁrstwasthecontributionofIndiatothetheoryofdevelopment

economicsanddevelopmentassistance,whereasthesecondwasIndia’sroleinthe

developmentofinstitutionalenvironmentofglobalaidﬂows.Ibelievethatthosethree

dimensionsaltogether,reﬂectedbythreepartsofthisbook,allow-toalargerextent

-creatingacomprehensiveportraitofIndiawithindevelopmentdiscourseandpractice.

Theperspectiveemployedinthisbookistochallengethecommonperception

ofadevelopingcountrybeingapassivereceiverofideasoriginatedelsewhere,

particularlyintheWest,areceiverofdevelopmentassistanceandapassiveparticipant

intheframeworkofinternationalorganisations.Onthecontrary,Itriedtoportray

Indiaasanactivecontributortothetheoryofdevelopmenteconomicsandtheoryof

foreignassistance;asanagentofchangeininternational,institutionalenvironment,

andasanactiveproviderofresourcesforforeigndevelopment.Theexamplewas

providedforIndia,butIsupposethatasimilarperspectivecanbeappliedforan

analysisdonewithrespecttootherleadingdevelopingcountries.

Ihopethisworkwouldcontributetotheresearchonso-called“emerging

donors”andtotheresearchonIndiaasadonorinparticular,systematizingexisting

knowledge,providingnewinsightsandaddressingareasthathavereceivedlittle

scholarlyattentionsofar.Fromthatperspective,thebookisaddressedtothescholars

andpolicymakersworkingondevelopmenteconomics,developmentassistanceand

ontheforeignpolicyofIndia.However,forotherreaders,thebookmaybeofsome

helpinunderstandingtheplaceofcontemporaryIndiaininternationaleconomic

relations,andthecomplexityoftheglobalsystemofdevelopmentassistance.
