since1989,allofourPresidents.”
MembersoftheHouse!OnTuesday,thegovernmentadoptedtwodocuments.
TefirstisPoland)sforeignpolicyprioritiesforthecurrentyear.Tetextitself
isclassified,butIcantellyouthatitisthefirstsuchdocumenttoincludealist
ofstrategiceconomicprojectswhichwewillferventlysupport.Lastyear,our
diplomatsmadeover600interventionsonbehalfofPolishcompaniesactivein
over60countries;manyinregionsoutsideEurope,forexampleinwar-tornLibya.
Teseconddocument,drafedpursuanttotheGovernmentAdministration
BranchesAct,isentitled“PrioritiesofPolishForeignPolicyfor2012-2016”
.Itis
thefirstforeignpolicystrategytohavebeenpublishedinthelasttwentyyears.
Itpresentsadetailedanalysisofourobjectivesandthetasksthatlieahead.Te
documentwillbepublishedinthenextfewminutesontheForeignMinistry
website.MadamSpeaker,ifpossible,Iwouldliketorequestthatthe“Priorities...”
beincludedintheminutesofthissessionoftheSejm.Terefore,Iwouldliketo
addresshereonlythoseissueswhichIseeasparticularlycrucialorpressing.
Onaccountofourbilateraltrade,butalsoincreasinglyduetothesimilarities
betweenoureconomicculturesandpoliticalconcepts,Germanyisourmost
importantEuropeanpartner.Whetherwelookatitspopulation,GDP
,orthevoting
powersacquiredundertheLisbonTreaty,Germanyisthebiggestshareholderin
theEuropeanUnion.Te‘biggest)—witharoundone-fourthofshares—butnot
the‘dominant)one.TismeansthatitisdifculttogetanythingdoneintheEU
againstGermany)swill,butitalsomeansthatinordertoimplementitsideas,
Germanymustlookformorethanjustonepartner.Ifagivenendeavourisat
risk,obviouslyitisthebiggestshareholderthathasthegreatestresponsibility—
andthemostmeans—tocometotherescue.Wewanttoworktogethertowards
astrongerUnion.AsIsaidtoourGermanfriendsduringmyspeechinBerlin:
“Providedyouincludeusindecision-making,Polandwillsupportyou.”“
WewelcomeourintensifiedcooperationwithFrance,alsointheWeimar
Triangleframework.ItisagoodsignthatFranceisbeginningtoappreciatePoland)s
inputinshapingastrongEuropeanleadership.WeregretthefactthattheUnited
Kingdom—acountrysodeartogenerationsofPolishimmigrants,includingmyself;
whichembracesaphilosophyoffreedomandparticularlyeconomicfreedomthat
