Thisconﬁrmsthewidelyheldopinionthattheecologicalcrisiscannot

besolvedmerelybytechnicalmeansofexertinganimpactonnature.

Whatisequallynecessaryistheself-developmentofmanandthestyle

ofhispresenceinthenaturalenvironmentasmeasuredbyhiseco-

logicalconscience.

Theﬁrstpart,Atheoreticalandmethodologicalapproach,includes

threechapters:“Foundingprinciplesofsustainabledevelopment”,

“Manandthenaturalenvironmentinthelightofsustainabledevelop-

ment”,and“Controlandoptimizationinsustainabledevelopment”.

Theﬁrstchapterindicatestheneedtoreconstructthefoundingprinci-

plesofsustainabledevelopmentasablueprintforthecreationofahu-

man-friendlyworldandaworld-friendlyman.ChaptersTwoand

Threeﬁllinthedetailsofthisprogram.

Thesecondpart,Thelegalandadministrativeapproach,alsocon-

sistsofthreechapters:“Legalconditionsforsustainabledevelop-

ment”,“Thelawonclimatewithreferencetoruralareas”,and“The

legalcapacityoflocalgovernmentinimplementingtheprinciplesof

sustainabledevelopment”.Allofthesechaptersemphasizetheimpor-

tanceoftheinvolvementoflawbothinthedevelopmentandtheim-

plementationofstrategiesforsustainabledevelopmentatglobal,
