Administrativeprocedurerepresentsandembodiesvariousdecision-makingmod-
elsusedbyanadministration.Fromthisstandpoint,threebasicsystemsofdecision-
makingthroughadministrativeprocedurescanbedistinguishedandcompared:
aquasi-judicialmodel,aquasi-legislativemodel,andacollaborativemodel.Ineach
ofthese(andtheirnumerousalternatives),theinvolvedparties-publicauthorities
andprivateindividuals-operateandinteractindińerentmanners.37

Totheextentthatadministrationsmakesingle-casedecisionsańectingindividual
rightsaccordingtothelaw,analogytocourtroomproceedingsseemsapt.Tistype
ofadministrativeproceduremainlyworksasalaw-applyingtoolthatresembles
ajudicialproceeding.Itisfocusedoninitialindividualdecisionsandadjudica-
tions,anditplaysacrucialrolewhenthelawdoesnotleavemuchdiscretionto
