Foreword
Ineverycountry,publicadministrationconstitutesapermanentandessen-
tialelementofsocialandpublicspace.Thisissoinfunctionalterms–whenwe
consideragroupofactivitiesandimplementationactionsperformedinacon-
stant,purposefulandplannedwayinordertofulfiltheneeds,tasksandinterests
belongingtothepublicdomain.Thisisalsotrueininstitutionalterms–when
wefocusonstructuralsolutionsservingexecutivemanagement(auxiliaryoreven
servitude)inviewoftheobjectivesandlinesofaction.Andthisisalsothecase
whenweconsiderthevariousbodiesofaninstitution,thatisdistinctentities
equippedbylawwithdecision-makingpowersofacomprehensivenature,aswell
asoffices–organizationalunitsfunctioningunderdifferentpropernames,which
integratetheinstitutional,materialandstaffstructuresperforminganauxiliary
orsupportiverolewithrespecttooneorafeworgans.Attheheartofpub-
licadministrationactivityliestheneedfortheimplementingserviceofneeds,
tasksandinterestsbelongingtothepublicdomain.Infact,therearefewareas
ofactivity,inwhichstateadministrationwithitsvariouscompetencesdoesnot
appearindifferentroles.Knowledgeregardingthisadministrationisaresource
usedinvarioustheoriesandpractices.
Thispublication,preparedbyateamofauthorsinvitedbyProfessorJolanta
Itrich-Drabarek,HeadoftheDepartmentofStateSciencesandPublicAdmin-
istrationattheFacultyofPoliticalSciencesandInternationalStudies,University
ofWarsaw,deservesattentionforseveralimportantreasons.Firstofall–itcon-
cernsmatterswefacedailyascitizensandresidentsofmunicipalities,counties
andvoivodships.Thebookpresentssyntheticknowledgeindispensabletoresi-
dentsandtheirrelationswithpublicofficesandauthorities.Thisknowledgeisof
vitalimportancetoallthosewhowishtounderstandthecurrentongoingproc-
essesandinordertoactivelyparticipateintheirshaping.Secondofall–theini-
tiatormanagedtoassembleateamofdistinguishedauthorswhoguaranteethe
highqualityofthispublication.Itconsistsofseveralhundredtermswhichinan
orderlymannerpresentthevalues,principles,normativesolutions,institutions,
proceduresandstaffingsolutionsinpublicadministrationinPoland.Thesub-
jectmatterispresentedininstitutional,functionalandpraxeologicaltermsand
showstherelationsbetweenpublicadministrationandthestate.Thepublication
presentsacomparativebackgroundwithstandardsfoundininternationallaw
andsolutionspracticedinotherdemocraticcountries.Itsummarizestheadmin-
istrationperformancestandards,includingstandardsgoverningtherelationship
