1,therewasamarkedimprovementin2000duetoaflowofUN
foodaidinconnectionwiththedroughtdisasterwhichalected
thewholearea.Inthefollowingyears,thesituationdeteriorated
steadilytoreachalmostcatastrophicdimensionsthisyear.Chart3
