latedontheeveoftheoutbreakofWorldWarI,faileddueto
oppositionfromtheTurkishauthoritiessupportedbythe
Europeanpowers’governments

pro-ArmenianattitudeoftheRussianauthoritieswasstrong
amongtheRussianArmeniansattheoutbreakofWorldWarI.

nianpopulationinTurkey.BeforetheoutbreakofWorld
WarI,ArmenianpoliticalpartiesheadedbytheArmenian
RevolutionaryFederationDashnaktsutiun,playingthemost
importantroleamongtheArmenianpopulation,postulatedin
theirprogrammestheimprovementoftheArmenianssitua-
tioninTurkey
