Thebenefitsofpublicdisclosureprogramsarethattheyarenotatall
imposingaburdenongovernment,notrequiringaneffectiveenforcement
capabilityandnotcostingmuchduetonewinformationtechnologiesbe-
cominglessandlessfinanciallydemanding.Aproperlymanagedandrel-
ativelysmallinfrastructureforcollectionanddisseminationofinformation
isgenerallysufficientforitsimplementation.Andthatisthefeaturethat
hasmadedisclosureprogramsveryattractivetogovernments.6
Despitetheevidenceofpioneeringdisclosureprogramshavingun-
deniableimpactonpollutionabatement,itisstilllittleknownabouthow
exactlyitmotivatescompaniestocutdownemissions.Someinsightinto
theissueisofferedbyTietenberg7,whoidentifiesseveralwayshowpublic
disclosureofinformationaboutenvironmentalpollutioncausedbycom-
paniescanaffecttheirenvironmentalperformance.Publicdisclosurecan
aswasprovenaffectstockpricesoffirms’securities,aswellasdemand
fortheirgoods,asimageofanexcessivepollutercancausealossofsym-
pathybetween“greenconsumers”.Itcanalsoaffectfirms’abilitytohire
andretainemployeesforthesamereason,asawarenessofthoseseeking
jobsaboutfirms’environmentalperformancecanaffecttheirwillingness
toworkforsuchacompany.Publicdisclosuremayconvincecitizensas
membersofthepublictoinitiatetortlawactionsagainstpollutersoreven
motivatejudicialactionsincountrieswheretheconstitutionguarantees
citizenstherighttoahealthyenvironmentaswellasmotivateprivatesuit-
orstoforcecompaniestoundertakeabatement.AsalastwayTietenberg
considersbuildingsupportfornewpollutioncontrollegislation.
