ThisstudyaimstoanalysethemeasurestakenbythePolishgovernmentto
mitigatethenegativeimpactoftheCOVID-19pandemiconthedomesticlabour
marketandthenon-financialenterprisesector.Duetothedifficultyofobtaining
datafrominstitutionsdistributingsupport,thefocuswasplacedoninstruments
subjecttonotificationtotheEuropeanCommission,omittingdiscretionaryaid
(includingmostofdeminimismechanisms).
Despitethislimitation,itcanbeassumedthattheanalysiscoveredtheinstitu-
tionalandlegalstructureofallsupportmechanisms,whichresultsfromthefact
thatdeminimissupportwasprovidedbythesameentitiesasnotifiedsupport.Ad-
ditionally,theeffectivenessofallreportedsupportandnon-financialtools,which
weremadeavailableintheperiod2q20-4q21,wasexamined.Thegeneraldata
analysisonpublicsupportsignifiesthatthestudyconcernsnearly85%ofthe
fundsallocatedtothesectorsmentionedearlier.Theauthorsidentifiedthreebasic
bundlesofsupport(directandindirectemployeesupportinstruments,solutions
ensuringliquidityandinvestmentfinancingmechanisms),implementedthrough
meansofasubsidy,loan/credit,otherfinancialinstruments(includingguaran-
tees),tax/contributionreliefs,aswellasotherlegalsolutions.Intermsofvalue,
over95%offundswereprovidedtosupportemployeesandensureliquidityof
non-financialenterprises.
Theanalysisoftheeffectivenessoftheinstrumentsconfirmedthattheabove
mentionedbundlesofactionsprovedeffectiveinattainingtheirprimarygoalof
reducingthenegativeimpactofthepandemic.Thisappliestolimitingthescale
ofbankruptciesintheeconomy,maintainingliquiditymeasuresandprofitability
ofnon-financialenterprises,andmitigatingthescaleofincreaseoftheunem-
ploymentrate.Morenuancedresultswererecordedinthecaseofmeasuresof
economicactivity(whichmeansanactualabandonmentofthelabourmarketby
someofitsparticipants)andthescaleofsuspensionofeconomicactivity(which
shouldbedirectlyrelatedtotheriskoftheeconomicenvironment).
Nevertheless,severalchallengeswereidentifiedsimultaneouslywiththeop-
erationofthedeliveryunitsandtheparameterisationofcertainaidinstruments.
Consideringthecapacityofnationalinstitutions,theinstitutional,legalandin-
strumentalmixappliedprovedeffectiveinlimitingthenegativeimpactofthe
pandemicinPoland.
