tionofthenavalforcesthatChinaismakingisbasedonAmericansolu-
tions,butwiththemaintenanceoftheextensiveorganizationalstructureof
thecivilservices.meroleofthenavyintheframeworkofdefenseactivities
istocounteractaggressionfromthesea,especiallytorepellanding,andthe
additional-toprotectsovereigntyinthewatersoftheSouthChinaSea.Ac-
tionsaimedatseacontrolarefocusedonthecreationofatleastthreeaircraf
carrierteamsandobtainingthepossibilitytosanctiontherighttocontrol
disputedseaareas.IthasalsobeenshownthattheRussianmilitaryfleetis
builtinadiferentway,whichresultsfromgeopoliticalconditionsandthe
characteristicsofthewaterssurroundingthecountry.Itistobeanessential
instrumentsforachievingRussianinterestsintheArctic,theMediterranean
andtheBlackSea,andsanctioningthelocationoftheseinterestsintheIndo-
Pacific.mesecondtaskistoensure“strategicstability”intheregionswhere
interestsarelocated,whichmeansthatitsforcesareformallystationedin
agivenbodyofwater,butaretobepreparedtoconductoperationsoutside
itsregion.Ontheotherhand,theprocessofbuildingmaritimeforcesofre-
gionalpowersengagingincreatingprocessesintheopensea(India,Japan,
Australia,EuropeanUnion)isconstructedinsuchawayastocorrespond
tothepotentialandconceptsofmaritimeactivityofChina,theUSAand,
toalesserextent,Russia.
mefollowingchaptersanalysethestrategicsituationinindividualwaters
andtheirroleinthepolicyofthecountriesoftheregionandsupra-regional
players.methirdchapterisdevotedtothepolarreservoirs.Inadditionto
presentingtheirgeostrategicrole,thefocuswasonshowingtheimportance
ofthesereservoirs(inrelationstoAntarctica,bothAntarcticaitselfandthe
SouthernOcean)inthepolicyofregionalplayers(USA,PRCandRussia).It
showedthatthegeopoliticalimportanceofclearingwatersdependsonthe
processofclimatechangeandtheabilityoftheinternationalsystemtoim-
plementregulationslimitingthepossibilitiesofindependentachievement
ofinterestsbypolarplaters.Ithasalsobeenproventhattheinterestsofsu-
pra-regionalplayersinthesewaters,despitetheirsimilarities,arediverse.
