oftheOrangeRevolution,liberalpartiesinRussiabegantoactivelypromoteyouth
movementsandcreatecoalitions.Althoughthetargetaudiencewasstillverysmall,
youthpoliticsstartedtoturnintoatrend.Tus,eventhoughnomorethanfive
percentofyoungpeoplegotpoliticallyengaged,itwasenoughtostartcreatinga
newgenerationofleaders.
Kremlino-cialsviewedtheOrangeRevolutionasaloomingthreat.Tothem
itwasquiteclearthatinRussia,soonerorlater,youngpeople,frustratedwith
limitedopportunities,wouldtoorealisethattheycoulddowhattheUkrainians
haddoneinKyiv.Terefore,thegovernmentdecidedtosetupanewyouthpolicy
andcreatemechanismsaimedatmobilisingyoungpeople.Asaresult,allyouth
movementsnotcontrolledbythestateweremarginalisedandpushedawayand
thepro-Kremlinwingwasswiftlysetup.ManyprojectswerebasedatMoscow
universitiesandsomewerere-brandedfromtheNGOsthatwerefundedbythe
stateundertheframeworkofyouthpolicyprojects.
Teirmemberswereattractedbypromisesofsocialbenefitsthatwereavailable
onlytorealleadersaswellasvariousbonusesońeredtoordinarymembers.Te

workingonelectionsandcampaigns,andachancetopassanexamiftheteacher
