allowingcrasspoliticiansandeconomicoligarchstoexploitthestateandtosiphon
awayfundsthatcouldhavebeenusedtosupportsocialwelfareandeducation.

Itisaparadoxtowitnesssomuchcriticismofliberaldemocracytodayconsidering
thatitsstructureissowidespread.Nearlyeverycountryintheworldusesthesepa-
rationofpowersmodel,wherethestateisdividedintothreediferentbranchesof
powerlegislative,executiveandjudiciaryandholdsgeneralandperiodicelections.
Teconstitutioninmostcountriesguaranteestheindependenceofthethreebranches
ofpowerandthuslegitimisestheauthorityofthosepowers.However,thewritten
constitutionandpoliticalrealitydifersfromcountrytocountryandoftenlegislative
andjudiciarypowersaresubservienttoapowerfulexecutive.Teexistenceofthe
threebranchesprovideslegitimacytothestatebutitdoesnotguaranteethespiritof
