Who’stoblame?
BosniaandHerzegovina’strajectoryhasbeenconsistentlyandevidently
downwardssince2006,withthepaceofdescentacceleratingeveryyear.Post-war
optimismdisappearedlongago,onlytobereplacedbyafatalisticcynicism.Te
countrylurchesfromcrisistoevermoreseriouscrisis.Despitethis,theinterna-
tionalcommunitycontinuestooperateonthepremisethattheprospectofEuro-
AtlanticintegrationissufficienttotransformBiHintoaself-sustainingandstable
democracy.Internationalofficialsrepeatthemantrathatthereisnoalternativeto
thecountry’sEuro-Atlanticpath,asifthiswillbecomeaself-fulfillingprophesy,
despitemorethanadecadeofevidencetothecontrary.Meanwhile,Bosniaand
Herzegovina’srivalethno-nationalelitescontinuetopursuethesamegoalsthey
didinthewar,albeitusingdifferenttactics.
Sohowhasthesituationdegeneratedtosuchanextent,giventhescaleofin-
ternationalinvestmentandattention?Justhowbleakistheoutlook?Andisthere
anywaybelatedlytoturnthingsaround?GiventhecentralityofEuro-Atlanticin-
tegrationtotheinternationalstrategyinBosniaandHerzegovinaandthefailure
ofthatstrategy,theEUandNATOmustbearalargedegreeofresponsibilityfor
today’sstateofaffairs.Tobesure,thetwoorganisationshaveplayedverydiffer-
