Somescholarsholdtheviewthateconomicfactorsarewhatdetermineinstitutional
andpoliticalintegration.Forexample,A.Zielińska-Głębockaclaimsthat“thedeepening
ofeconomicintegrationis,inefect,ajustifcationforthedevelopmentofsupranational
structuresandanimpulsetocreatecommunitypoliticalsystems”(Zielińska-Głębocka
1999:p.23).Therearealsoscholars,whoholdtheoppositeview.Forexample,
A.M.El-Agraamakesajustifedcasethatallknowncasesofintegrationresultfrom
politicalmotivations,evenwhentheywerearguedalongthelinesofachievableeconomic
benefts(El-Agraa1999:p.32).
Inthisarticle,theresolutionoftheabove-mentioneddisputeisnotamatterofpriority.
Themainthesisisthatpoliticalfactorsplayanimportantrole,whichcannotbeunderes-
timatedinthecontextofthisresearch.Politicaldiscussions,positionsanddecisionsare
theobjectofinterestinthisstudy,primarilybecausetheyafecttheinstitutionalshape
ofregionaleconomicgroupings,andthereforethebusinessclimatealongwiththeeco-
nomicandfnancialconditionoftheenterprisesector.
6.Termsofintegration.Thisisunderstoodasarangeofcriteria,whosefulflment
guaranteesagreaterchancethattheintegrationofseveralcountrieswillbemoreefec-
tivethanwhenthesecriteriaarenotmet.Inotherwords,thestabilityandefectivenessof
regionaleconomicgroupingsdependonmeetingsuchterms.
Thistopichasreceivedcopiouscoverageintheliteratureonthesubject.Forexample,
P.Bożykidentifesanddescribesindetailtheconditionsthathebelievesnecessaryfor
thestabilityandefectivenessofregionaleconomicgroupings.Theseinclude:
closegeographicallocation,
adequateinfrastructure,
similarlevelofeconomicdevelopment,
complementarityofeconomicstructures,
statesystemiccompliance,
complianceofinternaleconomicpolicy,
similarityofforeignpolicy(Bożyk2008:p.19).
Thefulflmentoftheabovetermsisundoubtedlyamostrelevantfactorforsuccessful
economicintegration.However,itshouldbeunderlinedthatinthisresearchP.Bożyk
wasthinkingaboutthemostadvancedformsofintegration.Fortheemciencyofthe
functioningofless-deepformsofintegration(freetradearea,customsunion),meeting
alloftheabove-mentionedconditionsisdesirable,butnotalwaysanabsolutenecessity.
Nevertheless,inthecontextofthisstudy,thetermsofeconomicintegrationdescribed
byP.Bożykareahighlyefectivemethodologicaltool.
However,itisnecessarytosupplementthecitedclassifcationoffactors.One
mightsuggestintroducinganadditionalcondition,referredtoasthe“convergenceof
