versalplanning)maycomeintoconflictwithsomeimportantlawregulations(as
heritageconservationrecommendationsorsafetyconsiderations),insuchcases
thespecialefortmustbemadetoseekforsatisfyingsolutions.
Webelievethatinclusiveandspecialsportandrecreationprogramsshould
belargelyorganizedbyhighlyqualifiedprofessionals,sothatpersonswithdi-
sabilitiescouldchoosefromthefullarrayofsportandrecreationopportunities
oferedontheinclusivesetting,toenjoythesameexperiencesasothersdo.Al-
thoughspecialsportandrecreationprogramsandfacilitiesdedicatedtodisabled
aresometimesnecessary(asforwheelchairsportsInternationalParaolimpic
Committee(IPC)recommendationsfrom2010),webelievethateverypersonwith
disabilitieshastherighttobeincludedwithothersontothesportandrecreation
groundsorwhentravelling-tobeincludedwithothertourists.Allrecreationand
sportenvironmentmustbebarrierfreesothatdisabledcouldhavefreeandequal
access,enjoyingtheexistingfacilitiesaslongasitmeetsthebasicrequirementsof
safety.Itistobeunderlinedthatthecurrentknowledge,technologydevelopment
aresubjectstosorapidpacedchangesthatprinciplesofbarrier-freedesignand
solutionsmustbeequallydynamic,beingabletoanswertothesechallenges.
