Introduction

ofpublicprocurementfunctionbythatoflogistics,analysisundertakeninthe

secondhalfof2010includedpersonnelemployedintheMoIProcurementand

LogisticsDepartmentswithregardtobothheadquartersandtheprovinces.

PermissionwasnotgrantedtoconductresearchamongMoIfinancepersonnel

intheHQ(thoughitwaspossibletoobtainrelevantdatainthefield).Intotal,

200personsworkingintheMoIwereincludedinthestudy:119inKabul,81in

25of34provinces.77ThequestionnaireinDariincludedquestionsoneducation,

experience,andbasicinformationabouttrainingundertaken.

Basedontheanswersreceived,adatabasewasestablishedofMoIpersonnel

engagedinpublicprocurement.ThisbecamethepropertyoftheMoIand

EUPOL(whileacompletereportwasprovidedtothemission).

Informationobtainedduringtheresearchwasverifiedbypersonsdealingwith

publicprocurementamonginternationalactors,whiletheinterviewerswerein

theprovinces,orimmediatelyaftertheirreturntoKabul.Additionally,toverify

researchresults,sixpresentationswereconducted:inEUPOL,intheUSCamp

EggersmilitarybaseataSeniorPoliceBreakfastMeeting,attheShafafiyat

WorkingGroupatNATOHQ,intheMoIProcurementDepartment,intheUS

embassyinKabul,andduringameetingoftheInternationalAnti-Corruption

WorkingGroupcomposedofdonors,representatives.Moreover,theauthor

participatedinnumerousmeetingswiththerepresentativesofNTM-A,78ISAF

andIPCB.80Duringtheseconsultationsnoneofthefindingswerequestioned.

8.Challengesfortheresearcher

ThesevenmainchallengesforconductingresearchonandinAfghanistanare

presentedinthefollowingpages.

8.1.Information

AccesstoinformationonAfghanistanremainsachallengeforany

researcher.Itisdifficulttoobtainreliabledataontheoverallinternational

assistanceprovidedtothisstate,especiallyasregardsresourcesexpendedby

eachinternationalactor.Thereisnocentralisedinformationsystem,andthe

nationalinformationresourcesareoftenfragmented.Nocompletesystemfor

therecordingofallinternationalsupporttoAfghanistanexistsandnonehas
