tionandarangeofperspectivesonmattersofcontroversytobeabletocometo

consideredconclusionsforthemselves?Onedistinctadvantageofcommonmod-

elsofcontentregulationinbroadcastingand,toalesserextent,ofself-regulation

intheprintedmedia,hasbeentomitigateagainstsomeoftheexcessesofmisrep-

resentationandunderrepresentationthatcanskewdemocraticdebate(Starkey

2007:21-5).Afurtheradvantageoflegalcontrolsonownershipandthepromo-

tionofcompetitioninanorderlyway(Kuhn2007:96-8)hasbeentheability

toensuretherepresentationofminorityculturesandinﬂuencesindeﬁanceof

homogenisingandglobalisingculturaltrends.Toabandonthoseadvantagesand

castaudiencesadriftinanoftenbewildering,unregulated,uncontrolledonline

mediaenvironmentandsuggestthatunfetteredmarketforceswillensureitrep-

resentsasubstituteforlocalradioandthelocalpress,withouttheirbeneﬁting

fromtheknowledgeorthecognitivetoolstonavigateitspitfalls,maybetocon-

cedetoomanyofthedemocraticandculturalgainsmadeinthosemediabytheir

pioneers.
