Summary
Tepaperpresentsanoverallassessmentofthecourseofthefightagainstthe
COVID-19pandemic,onaglobalscale,highlightingtheobligationsandcom-
petencesofinternationalorganisations,arisingfrombasicstatutorydocuments
andinternationalagreements.TeUN,WHO,EU,NATOandallmemberstates,
whichhaveratifiedtheexistinglegalactsandagreements,wereincludedamong
theessentialinternationalactorsinmaintainingglobalsecurity,includingepi-
demicsecurity.Itwaspointedoutthattherewaswidespreadcriticismoftheinter-
nationalcommunityinassessingthecourseofthefightagainstandcounteracting
theSARS-CoV-2virus.TeactionsoftheWHO,aswellasthoseofotherinterna-
tionalorganisations,weremarkedbygreatnegligenceandtheacutenessofactions,
whichwereusuallytakentoolate.Tecrisismanagementsystemsfunctioningin
theEU,NATOandincooperationwiththeUN,whichhaveofenbeenverified
inrealactionsandexercisesandwhicharecomprehensivelypreparedforfighting
crisissituations,includingthosecausedbyinfectiouspathogensofviruses,bacte-
ria,parasites,rickettsiae,fungietc.,havebeencompletelyforgotten.Littleatten-
tionispaidtoasymmetricalthreats,especiallybiologicalones,underestimating
thegravityoftheproblem,compoundedbyecologicalneglectandclimatechange
acrosstheglobe.Countries,whiledealingwiththepandemic,feltalackofadequate
responseandinterestbytheWHO,whichaccordingtoitsstatutesisresponsible
forcoordinatingandmanaginghealthcrisesandconcentratingitsefortsonin-
fectiousdiseasethreats.Intheconclusionsection,asuggestionwasmadeforjoint
regionalandglobalactionsofallinternationalorganisationsandmemberstates,
followingtheexampleofprocedurescarriedoutundertheauspicesoftheUNSC,
usingprovencrisismanagementmechanisms,adjustingthestructureofsubstantive
teamstotheneedsresultingfromthetypeofasymmetricalthreat(epidemiccrisis).
Contemporaryglobalisationonaglobalscaleshouldconcentratetheefortsofall
statesandinternationalorganisationsonfightingandcounteringglobalthreats.
