ChinaremainsakeyglobalpowerintheIndo-Pacific,systematically
projectingitseconomicpowerintheregion.Overthelastyearithaschosen
tostrengthenitspartnershipwithRussiajustasRussiapursueditsinvasionof
Ukraineandcontinuedtodisregarduniversalhumanrightsanditsinternational
commitments,fromTibetandXinjiangtoHongKong.Its‘newmultilateralism’
ischallengingthecentralityofhumanrightsandfreedomsintheUNsystem.It
haspursuedrapidandopaquemilitarymodernisationwithhugenewinvestments,
militariseddisputedislandsintheSouthChinaSea,andrefusedtorenouncethe
useofforcetoachieveitsobjectiveswithregardtoTaiwan.Ithasusedeconomic
powertocoercecountrieswithwhichitdisagrees,suchasLithuania.
TheUKdoesnotacceptthatChina’srelationshipwiththeUKoritsimpact
ontheinternationalsystemaresetonapredeterminedcourse.Ourpreference
isforbettercooperationandunderstanding,andpredictabilityandstabilityfor
globalpublicgood.ButwebelievethatthiswilldependonthechoicesChina
makesandwillbemadeharderiftrendstowardsgreaterauthoritarianismand
assertivenessoverseascontinue.
TheUK’spolicytowardsChinawillthereforebeanchoredinourcorenational
interestsandourhigherinterestinanopenandstableinternationalorder,basedon
theUNCharterandinternationallaw.Whereitisconsistentwiththeseinterests,
wewillengageconstructivelywiththeChinesegovernment,businessandpeople
andcooperateonsharedpriorities.ButwherevertheChineseCommunistParty’s
actionsandstatedintentthreatentheUK’sinterests,wewilltakeswiftand
robustactiontoprotectthem.Thisisthetemplateformaturediplomacybetween
twopermanentmembersoftheUNSecurityCouncilandisalignedwiththe
approachesadoptedbyourclosestalliesandpartners,includingthoseinEurope
-suchasPoland-aswellastheUS,Australia,Canada,andJapan.
WewillcontinuetoenhanceourrelationshipsintheIndo-Pacific,as
atheatreofgrowinggeopoliticalandeconomicimportance,pursuingthefinal
stagesofCPTPP3accessionasapriority.TheUKhasdeliveredonour2021
IntegratedReview’sambitionforatiltinapproachtowardstheAsiapacific;the
targetwenowhaveistomakethisincreasedengagementstrongerandenduring,
andapermanentpillaroftheUK’sinternationalpolicy.Wewillputourapproach
