EDITORIAL
WelcometothefirstissueoftheSilesianJournalofLegalStudies(SJLS).TheJour-
nalhasbeenfoundedbytheCounciloftheFacultyofLawandAdministrationof
theUniversityofSilesiainKatowiceasareviewedperiodical.Itsaimistoovercome
frontiersandobstaclesinspreadingideas,opinionsandinformationonlawandlegal
systems.Therefore,notonlyprofessorsfromourFacultyaremembersoftheEditori-
alBoardbutresearchersfromotherPolishaswellasforeign,sometimesverydistant,
universitieshavealsobeeninvitedtotakepartinthecreationofthisJournal.
ThemainreasonforinitiatingsuchaperiodicalisthewilltopresentPolishand
foreignlegalsolutionsappliedinvariousfieldsoflaw.Sometimescertainfieldsare
perceivedasbeingveryhermeticanduninterestingforreadersfromoutsideagiv-
encountry,whichisoftenthecasewithtaxlaw,labourlaworadministrativelaw.
Weareoftheoppositeopinion.TheessaysorarticlespublishedinourJournalwill
provetobeaninterestingcontributiontocomparativestudiesworldwide.Thisgoal
isfullyjustifiedinthelightofPoland)smembershipintheEuropeanUnionandin
theprocessofglobalisation.Inotherwords,theSJLSaspirestobeadiscussionfo-
rumforPolishandforeignlawyersrepresentingvariousbranchesoflaw.Forthe
abovereasons,theCounciloftheFacultyhasdecidedthatarticlesmaybepublished
infourlanguages,namely:English,German,FrenchandSpanish.However,publica-
tioninotherlanguagesisnotexcluded.
Wealsofeelthattheinternetwouldbeagoodwaytopromoteournewpublica-
tion,asitwouldallowsustobringSJLStoalmosteveryone,anywhereintheworld.
Ontheotherhand,therearereaderswhopreferthetraditional,printedcopy.Con-
sequently,theJournalwillbepublishedintwoforms,the“traditional”one,andthe
“electronic”one,thatisontheinternetplatformoftheCentralEuropeanOn-Line
LibraryandonthewebsiteoftheDigitalSilesianLibrary.
Ourfirstissuecontainsarticlesfromvariousbranchesoflaw-thetheoryoflaw,
commerciallaw,constitutionallaw,lawonself-government,publicprocurement
law,taxlaw.Italsocontainsreviewsoftwonewlypublishedbooks.TheAuthorsof
thearticlesarenotonlyPolishbuttheycomefromothercountries,likeColombia,
HungaryandAustralia.Inordertoencourageawidegroupofresearcherstoread
andcontributetotheSJLS,theEditorialCommitteehasdecidedtopublishinthisis-
sue,articleswrittennotonlybyexperiencedprofessorsbutalsobyyoungresearch-
ers.Itseemsthatsuchacompositionofauthorsandtopicsentirelymeetsthemain
goalofourJournal.
Thankyouforreadingthisissueand,Ihope,futureissuesofSJLS.Wealsoinvite
researchersfromPolishandforeignuniversitiestocontributetoourJournal.
