Introduction
Teslowprocessoflandtransformationsandtheweaknessofsolv-
ingtheruralareasproblemsadverselyańecttheeconomicanden-
vironmentaldevelopmentofterritorialcommunities;aggravatethe
seriousproblemsofagriculturalland-utilization,deterioratepeo-
ple’squalityoflife,anddeterioratetheattractivenessofruralareas
forforeigninvestors,etc.
Inordertobuildanintegratedsystemofruraldevelopment,to
createtheconditionsforadynamic,balancedsocio-economicde-
velopment,toimprovethepeople’squalityoflife,toincreasetheef-
fectivenessofproductionresourcesusing,itisnecessarytointensify
thedecentralizationprocesses,todividethefunctionandauthority
ofcentralandlocalgovernmentauthorities,tospecifymeasuresto
reformtheadministrative-territorialdivision,takingintoaccountthe
territorialcommunities’interestsaswellasthehistorical,economic,
demographicfeaturesandculturaltraditionsoftheareas.
Tereorientationoftheabove-mentioneddirectionstotheim-
provinganddevelopmentofruralareaswillintensifytheharmo-
nizationofnationalandlocalinterests,equalizationofdińerences
betweenthecityandthecountryside,andwillinforcetheharshde-
velopmentofproductiveforces.
Tisveryapproachprovidestocreatethebasisforeńectiverural
development,thedevelopmentofafavorablebusinessenvironment
thatwillincreasethenumberofSmall&MediumEnterpriseinthe
countryside,andcreateanattractiveimageofruralareas.
