Thispaperwillarguethattheemergenceofparty-basedEuroscepticismis
anoutcomeofthechangingroleofpartiesandpartycompetition.Drawing
ontheoriesofpartydemocracy,Iwillshowthatthepressureonmainstream
partiestoliveuptonationalEuropeancommitmentsandberesponsiblein
EUaffairsischallengingtheirabilitytoberesponsivetovoters’needs.Their
effortstostressclassicleft-rightsplitsarefallingflatinapoliticalarenathat
reliesonadegreeofconsensusbetweengovernmentsofallpoliticalhues,
andwhichproducesoutcomesthatdonotfitneatlyintoeitherrightorleft
schemes.Theresultofthislackofpartycompetitionoverpolicyisagrowing
instanceofoppositiontopolity.Whilstmainstreampartiescompetetoretain
theirplaceinthepolity,“populist”parties,unmotivatedbyconcernsof
office,fightexclusivelyoverpolicy.Mainstreampartieshaverespondedto
theresultingpoliticisationofEUaffairsbyseekingtoexternaliseconflict,
notleastbyresortingtoreferendumsanddelegatingconflictresolutionto
non-politicalbodiesandarenas.Themovehasbackfired.

Thisarticlewillclarifythedebateonthispersonalisationoftheelections.By
placingtherelationshipbetweentheEuropeanParliamentandCommission
inalonger-termcontext,thisarticledebunksthenotionthatpersonalisation
marksarevolutionininter-institutionalrelationsleadingtothesudden
politicisationoftheCommission.Rather,itisjustoneinalonglineofmoves
bytheEPtowardsreinforcingitsscrutinyoftheCommission’sactions.
Moreover,thisarticlearguesthatitistheunderminingofthecommunity
methodintheEUsincethecrisisbrokeout,coupledwiththeapparentshift
ofpoweranddiscretiontowardsnationalgovernments,thatispushingthe
EuropeanCommissionintothearmsoftheEP
.Thisisparticularlyclear
intheEUeconomicandfinancialagenda,wheretheEuropeanCouncil
hasgrowntotakethepredominantroleinagenda-setting,traditionally
theCommission’sdomain.Finally,thisarticlepresentssomeprospectsfor
cooperationbetweentheCommissionandtheParliament.
