Polandisactivelycontributingtoreformingtheinstrumentsinthe
OSCE’sfirstdimension,especiallytheViennaDocument,whichforesees
theexchangeofmilitaryinformationaboutforceslocatedinEuropeand
aboutnotificationandobservationofcertainmilitaryactivities.Concerning
thisissue,WaszczykowskistatedatthelastOSCEMinisterialCouncilin
Belgrade,inDecember2015,that“establishingconfidenceandmilitary
predictabilityamongtheparticipatingstatesisofparamountimportance
rightnow.Thekeyis,however,implementationofallCSBMsinstruments
inagoodfaith.WeshouldupdateandmodernisetheViennaDocument.One
ofpracticalexamplesofourcontributiontothisendisaPolishproposal
co-sponsoredalsobyCanada,Denmark,Estonia,Latvia,Lithuaniaandthe
UK,aimedatstrengtheningcooperationmechanismonhazardousincidents
ofamilitarynature(paragraph17oftheVD),tabledinlateNovemberinthe
FSC.Itisnowmorerelevantthanever.DuringourFSCchairmanshipnext
yearwewillmakeeveryefforttohelpmovingthisprocessforward.”13
Concerningthenon-militaryaspectsofsecurity,theparticipatingstates
weresuccessfulinbringingconstantlynewtopicstotheOSCE’sagenda,
suchasthefightagainstterrorism,transnationalorganisedcrimes,andreform
ofthesecuritysector.Mostrecently,securityofandintheuseofinformation
andcommunicationtechnologies(ICT)wasadded,andanagreementon
confidence-buildingmeasurestoreducerisksofconflictstemmingfrom
theuseofICTcouldbereachedin2013and2016.14Non-militaryaspects
ofsecurityarediscussedintheSecurityCommittee,oneofthreeworking
groupssubordinatedtothePermanentCouncil.
RevivingArmsControlbecameanimportantinitiativeoftheGerman
OSCEchairmanship,launchedbyMinisterSteinmeiershortlybeforethe
informalMinisterialmeetinginPotsdaminSeptember2016.15Theinitiative
wassuggestingtobeginastructureddialogueinorderto:
