AlmostadecadehaspassedsincetheeventsoftheUkrainianOrangeRevolution,
whichdramaticallychangedthepoliticalenvironmentinUkraine.Manyresearchers
supposeditwouldbeaturningpointfromanautocracytoaconsolidated
democracy.Therevolutionbroughttopoweranewgenerationofpoliticianswith
anupdatedagendaforthecountry’sdomesticandforeignpolicies.Theenthusiasm
withwhichpoliticiansproclaimedthecourseforthepoliticalandeconomic
renewalofUkraine,aswellasrapprochementwithEuro-Atlanticstructures,
madeUkrainiansbelievethatjoiningEuropewasnotasfarawayaspreviously
thought.Inaddition,manyEuropeanleaderswelcomedUkraine’scommitmentto
democraticreformsandofferedtheirhelpandassistance.Thisgaveriseto
speculationsaboutthesteadilyimprovingclimateforrelationsbetweenKievand
themoredevelopeddemocraticstates.Atthattime,itseemedUkrainewasjust
abouttoopenthedoorstomanyinfluentialinternationalorganisations.

NATO’smilitaryperformanceinLibyaraisesimportantquestionsaboutwhich
alliesarewillingtouseforceinNATOoperations,andmorebroadly,aboutthe
principleofmilitaryburden-sharing,whichhasreceivedextensivetreatmentfrom
scholars.Usingastructuredandfocusedcasestudyapproach,thispaper
examinesthreeofEurope’sNATOallies—Norway,SpainandPoland—allof
whomplayedwidelydifferentrolesinOperationUnifiedProtector.Using
previousresearchonburden-sharingaswellasliteraturemorespecifictoNATO
militaryoperations,weexaminethreevariablesacrossthesethreeNATO
allies—publicandgovernmentsupportforthestrikes,nationalstrategicculture,
andperceivedmemberbenefitsfortheuseofforce—allinanefforttoevaluate
theconditionsforwhenaEuropeanallymaybewillingtoactmilitarily.These
researchfindingsspeaktoNATO’sabilitytomeetfuturesecuritychallenges,the
roleofEuropeanmilitariesinAmericanforeignpolicy,and,hopefully,will
providebroaderinsightsontheconditionsthatfosterburden-sharinginalliance
militaryoperations.
