Hungaryisusuallynotconsideredacountryassociatedwithterrorism.
HavingworkedmorethanadecadeinHungarianpublicservice,theauthor
hasoftenencounteredstatementsthatterrorismisevennon-existentin
Hungary.However,thismaynotbetrueanylonger(ifiteverwas)dueto
theriseoftheterroristthreatthroughoutEurope.Inthispaper,theauthor
triestotakestockofthecounter-terrorismprovisionsinHungary’scriminal
law,focusingonthequestionofwhetherthelawisactuallyalignedwiththe
relevantEUstandardsandwhetheritisabletohandlethecurrentthreat.
Theconclusionisthatboththelawinforce(althoughmostlyinlinewiththe
relevantinternationalstandards)andtherelatedpracticeoftheauthorities
couldbeimproved,takingintoaccountthenewnatureoftheterroristthreat
Europeisfacing.

Atthebeginningofthe21stcentury,Indonesiawasstillinaperiodof
transformationfromanauthoritariantoademocraticstate.Theweaknesses
ofitspoliticalandeconomicstructureshinderthecountry’sdevelopment.
DuringthetenureofPresidentSusiloBambangYudhoyono’s(popularly
called“SBY”),whichbeganin2004,Indonesia’syoungdemocracyhas
becomestrongeranditseconomicpotentialhasbeguntobetapped.Thishas
promptedgrowthinthecountry’scapacityandwillingnesstoplayanactive
roleininternationalpolitics,mostlyregionally,butalsowithconsiderable
moveshavingbeenmadeontheglobalstage(forexample,joiningtheG20
forum).Indonesia’sapproachtochanginginternationalconditionsisdriven
bythebebas-aktif(“freeandactive”)principle,whichhasbeenatthecore
ofIndonesianforeignpolicyformorethansixdecades.Thispaperexamines
thehistoricalbackgroundofthebebas-aktifprincipleandhowIndonesian
foreignpolicyhasbeenconductedinthe21stcentury,especiallyduringSBY’s
tenure,giventhemainelementsofthebebas-aktifdoctrine.
