The19thCongressoftheChineseCommunistPartymarkedthecompletion
ofthefirsttermofthefifthgenerationofleaders.XiJinpingannouncedthat
Chinaentered“aneweraofsocialismwithChinesecharacteristics,”which
isanewslogan,asymbolofXi’ssecondterm.Contrarytosomeexpectations,
theCongresswasnotapoliticalbreakthrough,astheparty’sgoals—tohold
itspower,maintainstabilityinthecountryandregainasuperpowerstatus—
remainunchanged.Newmeansofachievingthesegoalswillbeemployed,
however,includingnewtechnologiesineconomicandsocialmanagement,
whileinforeignpolicyChinawillbemoreactiveglobally,proposingoreven

Thisyear,theAssociationofSoutheastAsianNations(ASEAN)celebrates
the50thanniversaryofthesigningoftheBangkokDeclaration.Thejubilee
isanopportunitytosumuptheorganisation’sachievementsanddraftplans
forfuturedevelopment.Thisarticleaimsatanalysingintegrationwithin
ASEANfromtheperspectiveoftheCLMVstates(Cambodia,Laos,Myanmar,
Vietnam)asthenewestmembersofthecommunity.Theresearchfocusseson
whetherornotitisjustifiedtoperceiveASEANasa“two-tierorganisation”
andifdevelopmentaldifferencesbetweenthetwogroupsofmembersexert
asignificantinfluenceontheefficiencyoftheintegrationprocess.The
integrationinexaminedinthreecrucialaspectscompatiblewithASEAN’s
three-pillardivision:politicsandsecurity,theeconomyandsocio-cultural
cooperation.
