TheHarmelReportandLessonsfromNATO’sDual-TrackPolicy
andmilitarycooperation.Theywereaskedtoprepareareportonthenon-
militaryaspectsofcooperationwithinNATO.InDecember1956,theNorth
AtlanticCouncilapprovedtheReportoftheCommitteeofThreeministers
beingdescribedasthe“ThreeWiseMen.”5Incomparisontothisdocument,
the1967HarmelReportwasaprojectofamuchlargerscaleandmore
complexstructure.
Asamatteroffact,theHarmelReportthatwasreleasedtogetherwith
asecretdocument(MC14/3,theflexibleresponsestrategy)wasonlyabrief
summaryoftheresultsofseveralmonthsofanalysis.Thefinaldocument
wasthuscomplementedbyfourextensiveanddetailedreports(preparedby
theearliermentionedexpertgroups),whichfocusedonthefollowingissues:
1)East-Westrelations,détenteandthesituationinEurope;2)Relations
betweentheAllies;3)Futuresecuritypolicy;and4)Theimpactofevents
outsidetheNorthAtlanticregiononNATO’sinterests.Thesedocuments
wereprovidedtoNATOmembersasmaterialsexpandingthecontentofthe
17syntheticparagraphsoftheHarmelReport,butnotmadeavailabletothe
generalpublic.Undoubtedly,understandingtheessenceofthewholeproject
requiresacomprehensivereadingofallofthesetexts.

TheHarmelReportbeginswithadefinitionofNATOwhichisunderstood
asacommunityofvaluesandinterests.Thefoundationofthestabilityof
theNorthAtlanticregionwasseentobebasedonmilitaryandeconomic
power,solidarity,internalcohesionandconsultationbetweentheAllies.
CommoneffortstoimproverelationswiththeSovietUnionanditssatellites
were,inturn,seenasabalancingfactorunthesecurityfield.However,the
interpretationofalong-termmeaningofdétenteturnedouttobeasubject
ofdisputewithintheteamanalysingEast-Westrelations.FortheBritish,
thisprocessmeantfakeSovietconcessionstokeepthestatusquo.Forthe
French,détentewasaninstrumentforcomplementingtheirownstrategic
interestsinEuropeandtransatlanticrelations.FortheGermans,thisprocess
wasaphenomenonoflimitedsignificance,calculatedbyMoscowatselective
extinguishingofdisputableissues,meanttoweakenNATO’scohesionand
introducedivisionsintransatlanticrelations.FortheAmericans,however,
