India’spoliticalcoherencelargelydependsonNewDelhi’sabilitytobuild
asystemofcross-culturalcompromisesamongvariouscommunities.While
theMuslimminorityhaslivedandprosperedinIndiaformorethanone
thousandyears,itsrelationswiththeHindumajorityhavenotalwaysbeen
harmonious.ThepartitionofIndiain1947becameapoliticalreference
pointformanyradicalpoliticiansinterestedinincitingcommunalconflicts
thatbringthempoliticalgains.IndianMuslimsremainanethnicallyand
ideologicallydividedcommunityandhavenotsucceededinsettingup
onepoliticalpartyinindependentIndia.Theyareusuallyrepresentedby
regionalpartiesindifferentstates,butinall-Indiaelectionstheyfrequently
voteenblocfortheIndianNationalCongress,whichiscommonlyperceived
asasecularpartyopposedtoextremistHinduideology.Theauthorbriefly
analysesthehistoryofIndianMuslims,presentsthepoliticalconsequences
ofthe“TwoNations”theoryandexplainsthereasonsbehindinter-religious
clashesincontemporaryIndia,predictingthatthepositionofIndianMuslims
willbecomeasubjectoffiercepoliticaldebateintheyearstocome.

Inthelastquartercentury,Polandhasbeenoneoftheforemostbeneficiaries
ofthepost-ColdWarinternationalorder,butits30yearsofuninterrupted
developmentnowseemtobedrawingtoanend.Thedisadvantageousand
largelyunpredictablechangesinPoland’sinternalandexternalenvironment
impartspecialrelevancetothequestionaboutthemethodsandmeansto
ensurethesecurityofthestateintheyearstocome—securitywhichuntil
nowseemedguaranteed.Onewaytoachievethisistoconductaneffective
alliancepolicy,understoodasselectingalliesandbuildingrelationswith
themissuchawaythatwilladdtothesecurityofthestateanddiscouragean
enemyfromopenaggression.HencetheurgentneedforPolandtoformulate
amoresophisticatedalliancepolicythantheexistingone.Thisconcerns
