Today,whenNATO’sprincipleofcollectivedefencehasregainedimportance,wefind

ourselves“in,”but“without.”Weallknowwhatneedstobedoneandwhatwould

beasecuritygamble.Wehavetomakethenecessarystrategicdecisions,instead

ofturningablindeyetoouralreadycollapsingarmedforcesandfadinggoodname.

TheHungarianMilitaryandtheWaronTerror

AveryimportanteffectoftheIraqandAfghanistanmissionsisthatmoresoldiersthan

everbeforehaveacquiredexperienceinaNATOorotherinternationalenvironment

duringtheseyears.AlthoughHungarywasrepresentedinbattalionstrengthinthe

missionsofthe1990s,thesemissions,bytheirnature,necessitatedonlylow-intensity

contactwithotheralliedforces.TasksinAfghanistanrequiredmuchmoretransparent

andcomprehensivecooperationwithanentirecoalitionofcountriesandahost

ofotherplayers.Atanyonetime,aboutaquarterofthemissionpersonnelwere

engagedinindividualassignments,whichmeantthattheywereworkinginaforeign-

languageenvironment24hoursaday.Since2003,butespeciallysince2006,hundreds
