Today,whenNATO’sprincipleofcollectivedefencehasregainedimportance,wefind
ourselves“in,”but“without.”Weallknowwhatneedstobedoneandwhatwould
beasecuritygamble.Wehavetomakethenecessarystrategicdecisions,instead
ofturningablindeyetoouralreadycollapsingarmedforcesandfadinggoodname.

AveryimportanteffectoftheIraqandAfghanistanmissionsisthatmoresoldiersthan
everbeforehaveacquiredexperienceinaNATOorotherinternationalenvironment
duringtheseyears.AlthoughHungarywasrepresentedinbattalionstrengthinthe
missionsofthe1990s,thesemissions,bytheirnature,necessitatedonlylow-intensity
