Armenia’sMembershipintheEurasianEconomicUnion
EUbeforeSargsyan’sannouncementon3September2013,andthenstarted
attackingopponentsofthatdecision.TheANC,ledbyformerPresident
LevonTer-Petrossian,startedcooperationwiththePAPin2011.Whilethe
PAPhadconsiderablefinancialandmediaresources,aswellasa36-member
parliamentaryfaction(comparedtotheANC’ssevenMPs),ANCmembers
wereespeciallyactiveinorganisingjointpublicrallies.
Intheirpublicstatements,includingthoseattheralliesthattookplace
untilOctober2014,theoppositionleaderscriticisedthepresidentandthe
governmentnotforthedecisiontoparticipateintheEurasianintegration
processbutforpostponingsuchadecisionuntilRussiasupplemented
long-termpressurewithexplicitthreats.On1March2014,Ter-Petrossian
declaredthatArmenia’smembershipoftheCustomsUnionwouldbe
“irreversible,”andconsequently,havingArmeniarepresentedintheunion
bya“dignified”governmentwouldbeamongtheopposition’sgoals.4On
10October,thedayonwhichthetreatyonArmenia’saccessiontotheEEU
wassignedinMinsk,Ter-PetrossianagainsaidthatArmenia’smembership
wouldbe“irreversible,”5andengagedinaprolongedandsarcasticexchange
withformersupporterswhohadlefttheANCsincethebeginningofits
cooperationwiththePAPandwereagainstclosertieswithRussia.Later
on,atthenextoppositionrally,Ter-PetrossiandeclaredthatArmenia’s
EEUmembershipwasafaitaccompli(althoughthetreatyhadnotyetbeen
ratified),claimingthatprotestingagainstitwouldbeharmful(justifyingthe
claimby“thetragicsituationinUkraine”)andsayingthattherealissuewas
“toberepresentedintheEurasianframeworkbysuchagovernmentthatwill
beabletousetheopportunitiespresentedbythatframeworkinournational
interest…Sargsyan’sregimeisnotabletofulfilthatmission,sothisisan
additionalreasontobringitdownassoonaspossible.”6
Finally,twodaysbeforevotingattheNationalAssembly,theANC’s
spokesmanfurtherelaboratedonthereasonswhythepartyleadership
decidedtovoteinfavourofratificationdespitesuggestionsthatanovote,or
abstaining,couldbepossible.Atthisstage,itwasalreadynosurprisethatthe
statementnotonlypraisedArmenia’sparticipationintheRussiansecurity
