Thevalueofastrategic-level,information-basedexerciseforstudentsofdi-
plomacyisundeniable.As“hybridwarfare,”“greyzone,”“irregularwarfare,”
“comprehensivedefence,”and“resistance”havebecomeintegralcomponents
oftheforeignaffairslexicon,theabilitytoidentifyandcountermisinfor-
mation,withoutunderminingtherules-basedinternationalorderthey
seektoprotect,hasbecomeanimperativeskillfordiplomatsrepresenting
free-worldnations.
Nevertheless,the’svalueislimitedneithertoforeignserviceofficersnor
toacademicinstitutions.Organisationschargedwithteachingorconduct-
ingstatecraftinanyofitsforms—diplomacy,defenceorintelligence—will
findthis“StrategicDecisionGame”tobeausefulprofessionaldevelopment
tool.TheSpecialOperationscommunity,inparticular,willmostcertainly
employ“WhiteNoiseStrategicDecisionGame”asaplatformforinterna-
tional-interagencystakeholderstodeveloptheintellectualinteroperability
necessarytoachieveunityofeffortwithinthegreyzone.
Inshort,the“WhiteNoiseStrategicDecisionGamePlayer”isamuchneeded
guidetohelpforeignaffairsstudentsandpractitionersdevelopandadapt
approachesthatarerelevanttotheever-evolvingdiplomaticecosystem.
