Soitwouldbeinterestinganddesirabletocarryoutastudyonimpactofthe
co-operationmeasureonTFPwiththeuseoftheCGEmodelbyimplementation
tothemodeloftheendogenousgrowththeory.Followingthetheory,onewould
needtomodel(positive)externalitiesandspillovereffectsofaknowledge-based
economywhichwillleadtoeconomicdevelopment.
3.3.Betterintegrationandco-ordinationofCAPwithotherEUpolicies
SinceEUpolicieshavebecomemoreintegrated,whichisassuredbytheestab-
lishmentoftheCommonEUStrategicFrameworkforallfundsattheEUleveland
CommonNationalStrategicFrameworkforallEUfundsatMemberStateslevel,it
isvitaltobeabletomodeltheintegratedimpactoftheEUpoliciesonruralareas,
wherenotonlyCAPbutalsootherpolicies’fundsoperate.Then,theimpactof
somemeasureorinvestmenthastobeattributedtoeachofthepolicyinvolved.
CAPwasthefirstcommonEuropean-widepolicy,whichpavedthewayfor
Europeanintegrationinotherpolicyareas.However,ThomsonandPsaltopoulos
(2004)showedthatthetermuintegration”-althoughwidelyadvocatedinEU’s
agriculturalandruraldevelopmentpolicy-seldomispreciselydefinedinofficial
andotherdocuments.Atfirst,uintegration”wasintroducedinthisfieldwithinthe
EUin1981togetherwithlaunchingtheCIntegratedDevelopmentProgrammes’
(DelgadoandRamos2002).However,overthetime,thetermlivedtoseedifferent
interpretationsdependingonthecontext.
Fromthefinancialpointofviewtheuintegration”isusuallyunderstoodas
apossibilitytocombinedifferentfundsandpolicies(ThomsonandPsaltopoulos
2004).InthepasttheywereCohesionPolicy-EuropeanRegionalDevelopment
Fund(ERDF),EuropeanSocialFund(ESF)-andCommonAgriculturalPolicy
(EAGGFGuidanceSection).Post2013themulti-fundingprojectsareavailable
within:ruraldevelopmentpolicyfinancedbyEuropeanAgriculturalFundfor
RuralDevelopment(EAFRD),cohesionpolicy(financedbyERDF;CohesionFund,
andESF)andthemaritimeandfisheriespolicy(financedbyEuropeanMaritime
andFisheriesFund).Asaresult,afewchallengesarise.First,theintervention
schemescompetewitheachotheriftheirgoalsoverlap(althoughdoublefunding
isofcourseavoidedbetweenthefunds)anddifferentrulesforobtainingthefunds
withindifferentpoliciescausecrowdingoutoflessfriendlyormoredemanding
measures.Forexample,creatingnewjobsinruralareascanbeachievedbothby
establishingmicro-enterprisesfromRuralDevelopmentProgramsaswellasfrom
HumanCapitalOperationalProgrammewhenbothhavedifferentrules(e.g.VAT
