cybersecurityfirmsandmediareports,persistentthreatactorsknowntobeassociatedwith
theDPRKconductedcyberattacksagainstpharmaceuticalcompaniesdevelopingCOVID-19
vaccines30.
CONCLUSIONS
SCistheprimaryorganoftheUNdedicatedforthemaintenanceofinternationalpeace
andorder.Intheseregards,theSCequippedwithanauthoritytodescribeathreattointer-
nationalorder,andthenwithanexcessivepowertotakeallnecessarymeasuresbindingfor
allmembersofinternationalcommunity.Inourdays,theadvancementsinICTsofer,inone
hand,extraordinaryopportunitiesforwell-beingofthewholehumanity,ontheotherhand,
unpredictablywidethreatsinmilitary,political,economic,culturallifeininternationallevel.
Thetransbordercharacteristicofcybercrimesandattacksrequireafightininternational
scale.ItisevidentthatgeneralrulesontheresponsibilityofStatesininternationallawand
internationalhumanitarianlawisapplicableincyberspace.
TheSC’staskisnottoestablishinternationalinstrumentsontherulesandprincipleson
theconductoftheStates,butistodeterminethethreatsandmenacestotheinternational
peaceandorder,anddecidethesanctionsandmeasures.
Untiltoday,thereisnospecificSCresolutiononthedeterminationandeliminationofcy-
berthreatstointernationalcommunity,however,thePanelsofExperts’reportsontheDPRK
whichrecommendSCtoconsidernewsanctionsbecauseofmisuseofICTSandcybercrimes
attributabletotheDPRKareevidencesforfurtherpotentialactionsoftheSC.
