Summary
Afar-reachingaimofthestate’ssocialandeconomicpolicyistocreateapolicyof
balancedsocio-economicdevelopment.Shoulditbeamacroeconomicproblem,the
factorsenablingrealizationofsuchaplanneedtobeidentified.Oneofthemaincondi-
tionsthatdeterminetheeconomicandsocialpolicywouldbedemographicfactors,more
precisely–thedemographicsituationandstructure,aswellasthedemographicproc-
essesthataffectit.Thefundamentaldemographicchangeswhichtookplaceduringthe
transformationperiodhaveshapedthepopulation’snewdemographicstructure.This
structureresultedinsomesocialneeds,whichintheenvironmentofmarketeconomy
canbesatisfiedbythesocialservicesmarket.Therefore,thisstudydiscussesthescaleof
socialneedsresultingfromthedemographicsituationandstructure,aswellastheforma-
tionofthesocialservicesmarketinresponsetothesocialconsumptionneeds.
