Polish-Germancontactswillbeevenbetteriftheyareaccompaniedby
honestyandopenness,ratherthansuperficialconciliation,whichissometimes
feigned.Suchaspiritofsincerityandopennesstocooperationaccompaniedthe
recentvisitsofPresidentAndrzejDudaandminetoBerlin,aswellasthevisit
ofMinisterFrank-WalterSteinmaierinWarsaw.Wewillalsomaintainagood
atmosphereduringthenextvisitofPrimeMinisterBeataSzydłotoBerlin.
Te25thanniversaryoftheWeimarTriangle,whichwasalsocelebratedthis
year,willbethebasisforsummarizingthecooperationwithFranceandGermany
sofarandforsettingnewdirectionsforit.Pariswillremainanimportantreference
pointforusinEuropeanandpolitical-militarymatters.Traditionally,themost
importantEuropeanpartnersoftheCommonwealthwillincludeItaly,Spainand
theNetherlands,whichinJanuarybeganthePresidencyoftheEUCouncil.
MembersoftheHouse!,Ihavejustmentionedthemigrationcrisisandits
Europeanaspect.However,thecausesofthisphenomenonshouldnotbesought
inEurope.Polishforeignpolicydoesnotunderestimatetheproblemsofthe
South.WetreattheregionofAfricaandtheMiddleEastasanareawithboth
opportunitiesandseriouschallenges.Politicalinstability,regionalconflicts,
terrorism,uncontrolledmigrations,activitiesoflargeorganizedcrimegroupsł
thesearejustafewoftheregion’sbasicphenomenaandproblems.Bytheirscale
andcharacter,theyposeadirectchallengetoEuropeansecurity,thusengaging
theEuropeanUnion’sforcesandresources.
Temigrationandrefugeecrisisisoneofthemostseriouschallenges
forPolandandEurope.Itshouldbeassumedthatfurtherweakeningofstate
structuresandimpoverishmentoflocalsocietieswillgeneratefurthermigration
wavestoEurope.TeseissueswillengagePolandbothgloballyattheUN,EUand
NATOforum,aswellasbilaterally.
Inordertocombatthenegativeelectsofthecurrentcrisis,theEUshould,
aboveall,regaincontroloftheflowofpeoplecomingtoEurope.Tecondition
forlimitingmigrationpressureiselectiveprotectionoftheEU’sexternalborders.
Tiswillallowyoutoexitthepermanentcrisisresponsemode.Tatiswhywewill
analyzetheEuropeanCommission’sproposalsregardingthemanagementofthe
EU’sexternalborders,whilerespectingtheprincipleofrespectingMemberStates’
competences.Wewillalsoemphasizethattheimprovementofborderprotection
canalsobeachievedthroughthefullimplementationandimprovementof
existingmechanismsofcooperationbetweennationalborderservices.Poland,
notonlybecauseofitsgeographicallocation,playsasignificantroleinprotecting
theexternalbordersoftheEU.Inadditiontotheobvioustaskscarriedoutin
theirownterritory,morethanahundredBorderGuardofcerslastyearalsohad
