Inthesubsequentyear,theMinistryofScienceandInformatisationpub-
lishedanew,extendedversionofthedocumentonthestrategy:„Strategyfor
ComputerisationoftheRepublicofPoland–ePolandfortheYears2004-2006”,
whichmainaimwastoprovideguidelinesforbuildingacompetitiveknowl-
edge-basedeconomy,andimprovethequalityoflifeofcitizensthroughanef-
fectivecomputerisation.In2004,alsootherimportantdocumentswerecreated:
„PlanofActionsfortheDevelopmentofElectronicAdministration(eGovern-
ment)fortheYears2005-2006”andthereport„ProposedDirectionsoftheDe-
velopmentofanInformationSocietyinPolandby2020”.
In2005,theMinistryofScienceandInformatisationprepared„Strategic
TrendsoftheDevelopmentofComputerisationinPolandby2013andaLong-
-TermForecastoftheTransformationofanInformationSocietyby2020”.Inthe
sameyear,theActoncomputerisationoftheactivityofentitiesperformingpub-
lictaskscameintoforce,which,amongotherthings,laysdowntheprinciplesof
functioningofanelectronicadministration.
Poland,sentrytotheEuropeanUnionforcedtheadaptationofthePolish
economytotheEUstandards,whichrequiredcompletecomputerisationofPol-
ishpublicauthoritiesandstateinstitutions.Itbecamenecessarytomaketheex-
changeofdocumentsbetweeninstitutions,authoritiesandapplicantsmoreeffi-
cientsothateachcitizencouldsettlematterswithpublicauthoritiesand
institutionsonline,withouttheneedofleavinghis/herhome.
Previousexperienceshowsthatthedevelopmentofe-Administrationis
beneficialbothforcitizensandentrepreneurs,butaboveallitissoforthepublic
administrationitself.Theuseofinformationandcommunicationtechnologies
(ICT)inpublicadministrationofficeswillallowtosavetime,anddecreasecosts
andexcessiveburdenoncivilservants.
2.Theconceptionandexpectedbenefits
oftheimplementationofe-AdministrationinPoland
Theconceptionofe-AdministrationinPolandinvolvescreatingthePo-
land,sGatesystemmakinge-servicesavailabletocitizens−G2C,businesses−
G2Bandtheadministration−G2G.ThePoland,sGatewasdesignedasaportal
forcitizensandcompanies.Foradministrationentities,itissupposedtobe
aservicebus(Fig.1.).
