Thedocumentdoesnotcontainanyexactcommitmentregardingthefunding
oftheStrategyimplementation,statingthat“fundingsourcesfortheexecution
ofmeasureslaiddowninthedocumentshallbefinancialplansofauthoritiesin-
volvedintheimplementationoftheCybersecurityStrategyaswellasfundsfrom
theNationalCentreforResearchandDevelopmentandfromtheEuropeanUnion,
asfaraspossible.”
Strategicinitiativesarealsotakenatthesupranationallevel.On16December
2020theEuropeanCommissionandtheHighRepresentativeoftheUnionforForeign
AffairsandSecurityPolicypresentedanewEuropeanUnionCybersecurityStrategy
(EuropeanCommission2020),aimedatbuildingresiliencetocyberthreatsandensur-
ingthatcitizensandbusinessesbenefitfromtrustworthydigitaltechnologies.
ThestrategyoutlinestheEUplanstoharnessandstrengthenallitstoolsand
resourcestobetechnologicallyindependent.ItalsodescribeshowtheEUwill
stepupitscooperationwithpartnersaroundtheworldwhosharetheEU’svalues
ofdemocracy,ruleoflawandhumanrightstoensureinternationalsecurityand
stabilityincyberspace(EuropeanCommission2021).Italsocontainsavisionof
theJointCyberUnitthatwouldensurethemosteffectiveresponsetocyberthreats
usingtheresourcesandexpertiseavailabletotheEUanditsmemberstates.
Thenewstrategyaimstoensureaglobalandopeninternetwithstrongsafe-
guardswherethereareriskstosecurityandthefundamentalrightsofpeoplein
Europe.Itcontainsexactproposalsfordeployingthreeprincipalinstruments:
regulatory,investmentandpolicyinitiatives.Theyareintendedtoaddressthree
areastheEUaction:
resilience,technologicalsovereigntyandleadership,
operationalcapacitytoprevent,deterandrespond,
cooperationtoadvanceaglobalandopencyberspace.
TheEUhascommittedtosupportitsstrategythroughanunprecedentedlevel
ofinvestmentintheEU’sdigitaltransitionovertheperiodofsevenyearsbyquad-
ruplingitspreviouslevelsofinvestment.
On6March2021theCounciloftheEuropeanUnionadoptedconclusionson
thecybersecuritystrategy,highlightinganumberofareasforactioninthecoming
