toprovideclearfocustotheEU’scybersecuritycrisismanagementframework.
On23June2021theCommissionpresentedavisionoftheJointCyberUnit,
beinganessentialcomponentoftheEUCybersecurityStrategy.Theaimofthis
Unitis“totackletherisingnumberofseriouscyberincidentsimpactingpublic
services,aswellasthelifeofbusinessesandcitizensacrosstheEuropeanUnion”
(EuropeanCommission2021).Subsequently,on28June2021theCommission
announcedtheestablishmentofanewCybersecurityCompetenceCentreand
aNetworkofNationalCoordination.TheCybersecurityCompetenceCentre
locatedinBucharest“willcontributetostrengtheningEuropeancybersecurity
capacitiesandtoboostingresearchexcellenceandthecompetitivenessofthe
Union’sindustryinthecybersecurityfield”(EuropeanCommission2021).
Havingagoodstrategyisobviouslyessential,butitisonlyonestepontheway
toeffectivedealingwithtremendouschallengesrelatedtoassuringasufficient
levelofcybersecurity.IntheUSA,theNationalAcademyofEngineeringhas
recognisedsecurecyberspaceasoneofthe14grandchallengesforengineeringin
the21stcentury(NAE2021).Therefore,tosuccessfullyimplementtheproposed
cybersecuritystrategiesajointeffortofallpartiesinvolvedisneeded.Asoneof
theCanadianexpertssaid(Aschaiek2019):“Oneofthehallmarksofsuccess-
fulcybersecurityecosystemsisclosecollaborationbetweengovernment,industry
andacademia.”
Insuchcybersecurityecosystems,universitiesplayanessentialroleascentres
ofresearch,but-firstofall-educationalinstitutionsthatprovidetheirtraditional
students,pursuingBachelor,MasterorDoctoratedegreeprogrammes,butalso
variousgroupsoflife-longlearnerswithknowledgeandskillsneededforprofes-
sionalcareersinthefieldofcybersecurity.
Thisisofcrucialimportanceasthesevereshortageofskilledprofessionals/
qualifiedworkforceincybersecurityappearstobeoneofthemajorproblems
facedbyallinstitutionsandorganisationsthathavetoprotecttheirassetsagainst
cyberattacks,whichtodayessentiallymeansallofthem.

workforce-skillsgapmorepronouncedthanincybersecurity”(WEF2017).
Accordingtosomeestimates,theglobalcybersecurityworkforcewillhave
morethan3.5millionunfilledpositionsin2021(Morgan2019).Anotherstudyes-
timatestheshortfallofcybersecurityexpertsatmorethan4million(ISC22019).
InDecember2019theEuropeanUnionAgencyforCybersecurity(ENISA)
publishedareportdescribingthestateofcyber-skillsdevelopmentintheEU
(ENISA2019),highlightingthegrowingshortageofcybersecurityprofessionals
