ASSOCIATIONSOFMUNICIPALITIES–theyarecreatedbymunicipal
local-governmentunits(buttheycanalsoincludecountiesandvoivodships)
tosupporttheideaoflocalself-governmentandtodefendcommoninterests.
Therules,organisationandworkingproceduresareregulatedbythestatute.
Local-governmentunitsinterestedincreatinga.mun.workouttheprinciplesof
futurefunctioning.Theprocedureforcreatinga.mun.isinitiatedbythegeneral
meetingresolutionregardingthecreationofa.mun.(orjoininganexistingone).
Theexecutivebodyofthemunicipalityisresponsiblefortheimplementationof
theresolution.A.mun.areenteredintheNationalCourtRegister–inthepart
regardingassociations,othersocialandprofessionalorganisations,foundations
andpublichealthcareinstitutions.Thebasicgoalsofa.mun.are:jointperform-
anceofpublictasksconsistingindisseminationoftheideaoflocalgovernment,
commentingonproposedregulationsconcerningthisleveloflocalgovernment,
implementationofotherpublicactivities,conductinginformationandeduca-
tionactivitiesformunicipalities-membersoftheassociation,identifyingcommon
interestsandexchangeofinformation.Therightsthemunicipalitiesareentitled
tocanbeimplemented,amongothersthroughparticipation:intheworkofthe
Sejmcommitteesorthe→JointCommissionoftheGovernmentandLocal
Government.A.mun.canobtainthestatusofapublicbenefitorganisation,
whichallowsthemtoundertakebroadcooperationwithpublicadministration
bodies.A.mun.asa→non-governmentalorganisationcanbeapartofa→pub-

ASYLUMPOLICY–organizedactivityofstatebodies(centralandlocalgovern-
ment),aswellasnon-governmentalorganizations,includingarrivalsandstaysof
personsseekinginternationalprotectionoutsidetheircountryoforigin.A.p.is
implementedonthebasisoftheGenevaConventionof1951regardingrefugee
statusandtheNewYorkProtocolof1967(Polandhasbeenapartytothem
since1991),aswellasonthebasisofnationalprovisionsdeterminingtherules
ofarrivalandstayofforeignersseekingprotectionontheterritoryofagiven
country.A.p.ispartofthe→immigrationpolicy.Itistheresultofterritorial
changes(e.g.changeofborders),andothercauses,suchas:politicalandreli-
gious(evacuationbeforepersecution),ecological(devastationofthenatural
environmentasaresultofexploitationorecologicaldisaster),health(seeking
treatmentopportunitiesabroad),educational(limitededucationalopportuni-
ties)oreconomic(nosourcesofincome,discriminationatwork).Thegoalsof
