(mainlymunicipalities)aimedatencouragingasylumseekerstosettleandstayin
theirarea.Itincludesactivesupportinseekingemployment,enablingeducation
atvariouslevels,ensuringsecurity,housingpolicy,satisfyingmaterialneedsand
healthprotection.A.p.implementedbynon-governmentalorganizationsmainly
consistsofactivitiesdirectedatthehostsocietyandasylumseekers.Information
campaignsonasylumseekersareaddressedtothehostsociety,whileactionsare
beingcarriedouttowardsasylumseekerstosupportadaptationandintegration
processesinthehostcountry.InPolandandotherEUMemberStatesa.p.isthe
subjectofaxiologicaldispute.Thereisacleardifferenceina.p.implementedin
thewesternandeasternpartsoftheEU.Theeffectofthea.p.inthewestern
partoftheEU(e.g.Germany,France,GreatBritain)hasbeenamassinfluxof
non-Europeanpopulations.IntheeasternpartoftheEUa.p.istheresultof
internationalobligationsofindividualcountries,worseeconomicsituationand

sionsoflocaldecision-makingandcontrolbodies,whichiscreatedobligatorily.
Thea.c.consistsofcouncillors(representativesofallclubs),withtheexcep-
tionofcouncillorswhoperformthefunctionsofthechairmanorvice-chairman
ofthecouncil/sejmik.A.c.givesopinionsontheimplementationofthebudget
andmakesarequesttothecouncil/sejmikongrantingorrefusingthe→vote
ofacceptancetotheexecutivebody;theapplicationinthismatterissubject
