organisationofacountrythatconstitutesanareaquiteuniformeconomically,
sociallyandculturally.Itsseparatenessandindependenceisconstitutionally
guaranteedanditsgoalistorealizethecontentofthesystembymeasures
definedbypubliclaw,intheinterestofitsownterritory.Inordertoachievethis
goal,itreceivesthepowersoflaw-makingandadministration,whichareused
